F1 Rejects was pretty much on the money with their Reject Of The Race for Spa.

If by "on the money" you mean "these people have absolutely no idea what was happening in that race, or indeed what the rules of F1 are". Hamilton "gave up" because he suffered significant damage to his car and knew he wouldn't be able to get into a decent position - when he first started asking to retire he was having trouble catching Sutil. So he requested to be brought in to conserve his engine rather than risk a possible 10-place grid penalty at another race that would damage his WDC prospects still further. It was absolutely the correct decision.

It was in no way clear that Hamilton's car was fatally wounded until after his final stop. Hell, he was faster than Rosberg in the laps following his stop to replace the punctured tyre.

On lap 12, Hamilton was on the radio to the pits asking if his pace was bad, and he was told that he was catching Grosjean at better than 1sec per lap. Only Bottas was lapping quicker at that stage. Lap 16, and again Hamilton is on the radio to complain about the car only to be told once again that his pace is still okay. And then there was this exchange a few laps later:

Lap 20 [Lewis Hamilton to Peter Bonnington] Should save the engine guys.
Lap 20 [PB to LH] So Lewis don’t worry it is being discussed but your pace is good, we never know what’s going to happen with Safety Cars or anything later. So let’s just keep plugging away and we will keep discussing it here.

[PB to LH] Lewis, you may not feel it, but your pace is good. You’re only a tenth off being purple in the middle sector. So anything could happen. We’d be kicking ourselves.
Lap 21 [PB to LH] Okay Lewis, so tyre wear from that first stint is still good – 65 front, 60 rear. So we’re not suffering from tyre wear, probably just a bit of surface overheating due to the lack of aero. But your pace is good.

It's a constant thing with Hamilton over his entire F1 career. He's certain that his car is damaged. He's certain that his tyres are worn out. He's certain that it's time to pull the car over. And yes, sometimes he's right. But he quite often isn't!
 
I can't see Vettel leaving RBR at the end of this season. His reputation would be in question, even after four WDCs. He needs to beat his team mate again first.

He'd be better off leaving them if Red Bull are going to be poor again, the only way he is going to beat Ricciardo is if Red Bull become the dominant force again and as such they are able to (with the new rules in place) hobble Ricciardo's car and still have him comfortably pick up podiums like with Webber.

Red bull have had to give both drivers maximum performance this season because they needed every point they can get, basically.

If Vettel does leave then this season will just be blamed on chassis/reliability issues which is pretty much what Red Bull have claimed every time Ricciardo has beat him.
