I have previously used the adblock app on a non rooted phone, which only works when using WiFi with a proxy server. Other alternatives I am aware of include using the Firefox browser with the adblock add-on or using the adblock browser. Any other options? Which do you think is best?
Is the adblock browser safe? It asks for a lot of permissions.

Why do you not want to root it? Google don;t want you blocking adverts so it's difficult to do it effectively without a rooted phone.
