British Grand Prix 2011, Silverstone Circuit - Race 9/19

Is this the first time we have seen Vettel, stuck right behind another car?

I remember in Spain, he never seemed to be right behind Alonso, but in this race, he is absolutely on Hamilton's wing, but is unable to pull off an overtake.
 
Here is a good point, if using the pit lane is a few seconds faster across the line than using the track.

If your only a couple of seconds behind the leader (Or someone else), would you finish the race going through the pit lane and possibly jumping up a place?

Teams have been told they will be penalised if they try using the pitlane for advantage.
