Yeah probably...but that is why he is the No.2 driver.
The No.2 driver shouldn't be taking points away from the No.1 and if there is a danger of this happening, the team are within their rights to tell the No.2 driver to back off.
There have been many instances of team orders in F1, over the years and its not really a big deal.
Webber has 2 choices: stay at RBR, in the best car and be content to be Vettel's whipping boy OR he moves to another team and ensures that he negotiates a contract which limits the chance of him ever being told to "back off". That's what Barrichello did, after he got sick and tired of the Ferrari situation.
RBR know that there is a queue of drivers who would be more than happy to drive as No.2 for the team, with an almost guaranteed 2nd place in the WDC.
