I think that's eaxactly what RBR is doing in qauli, mega high downforce and use DRS sometimes even mid corner in qauli and that's why they are so far ahead.
It also explains why they lose so much time in race pace, as they can't use DRS. But then they also don't need DRS as they out in front.

It's not that they don't gain speed by using DRS, it's just that other cars are faster anyway, so they only make up the speed difference and maybe a tad more.
 
Wtf just seen the Fiat 500 Alonso advert.

Why the hell is it so badly dubbed. That's a cheap shot anyway and he can speak 4 languages and does so every race weekend.
How cheap of fiat.
