Why do they not penalise people who crash during qualifying?

If you drive around the track slowly and block other people, you get penalised.
If you spin off and cause people to have to lift off during that section of track, (or cause red flag losing people a set of tyres) you don't get penalised. :confused:

because then you will have everyone tip toe round incase they spin and get a penalty.

I think being out of qualifying is a good enough penalty?
