British Grand Prix 2015, Silverstone - Race 9/19

Under virtual safety car, what would have happened if Bottas just dropped 10 seconds back on Massa, could Rosberg not pass him? Is that not a huge loophole in VSC implementation? Bottas could make himself a gap for Massa and Bottas to pit at the same time but not lose out to Rosberg by using the VSC to create that gap in which he can go slower but can't be passed?
 
Shame that Patrick Head is no longer really involved with Williams. Imagine the shouting that he would be doing if he was. The strategy guys would be in a whole heap of trouble.
 
Apart from knowing whether or not it's likely to stop raining soon, surely it's got to be 100% the driver's call? And if Bottas insists on inters then do it and it's on his head.

E.g. How does Martin Brundle know better than the guys out there what it's like on track and whether it's too soon or too early. :/
