The race finished 4 hours ago, what are they doing?

They are probably hoping that if they leave it long enough we'll all just forget about it.

I can see them just coming out and announcing that it's no longer a rule because they can't enforce it. (Well they can but its seemingly too difficult to...)

This time it's not a silver on silver protest, Red Bull will be pushing hard for a penalty to get more constructor's points for themselves. Mercedes will not be able to play this down as something only between their two drivers. If nothing else, it will be a step towards getting the rule clarified or rescinded, but right now, Rosberg should be penalised under the rules as it is.
 
From what Croft and Brundle were saying during the race in commentary, the radio chatter restrictions are being made more severe in 2017, not relaxed.

Well that may have been the plan, but we will have to see once this is all done. Its impossible to tighten up a rule that's unenforceable.

Then they better be seen to punish infractions, rather than this long drawn out process where no one knows what is happening. Personally I think the rule should be changed to ban driving advice, but allow technical support for the car. As it is now, Rosberg & Mercedes broke the rules.
 
So out of interest how much input do merc and RBR have in this? Was it just a state their case and get the hell out or do they have sustained input throughout the decision?
 
Glad there was a penalty. Stupid rules are stupid, but they are rules nonetheless. Although 10 seconds is pretty lenient compared to the DNF it would have been if the issue was as 'terminal' as Mercedes would have us believe.

It's a shame they couldn't have figured that out quicker. Max should have been on the second step of the podium. HAM only 1 point behind now then.

@Psi, I believe the teams/drivers involved in any incident state their cases and get out while the stewards come to a decision.
