It's more to give the poorer teams a chance. Otherwise the rich teams would just replace everything, every race.

Every race? Every session.

They used to change engines between sessions, and for qualifying have a special engine. Smaller radiators and so on. It's why they used to have the warm up on sunday morning. So the drivers could get into what was effectively a brand new car and figure out if it was built properly.
