Poor dude, clearly been through the ringer. Hopefully you get this sorted soon. Here is my 2 pence:
- Looking at your spec on page 4 you don't have a discrete graphics card (assuming you will be using the onboard HD 4200), so a 450W is more than enough. I would even go so far as to say overkill. If you want to add a graphics card in the future (4890 say) then the 450W corsair is still plenty with its lovely 33A 12V rail.

As for what the manual says, it actually says: "
To meet expansion requirements, it is recommended that a power supply that can withstand higher power consumption be used (500W or greater)". So if you want to expand your system and slap in a GTX 295 and watercooling loop then maybe a 500W+ PSU is a good idea, but as it stands 450W is more than sufficient.
- As for your booting problem, I had the same problem with a friend's new PC this summer. Power Button pushed, nothing moved, no sound at all. In then end it turned out that the Power Supply was DOA. I brought over my own working PSU from one of my PCs and the thing worked perfectly. Have you got any alternate PSUs you could try out? It only needs to be 300W or more.
However, before you do this can you please post a high res picture of your motherboard as you have installed it in your case? Please include all connections made, especially the front panel connectors.
