Sure your not running out of vram? Your spec says you got a 3060 8gig but those are usually 12gig unless you got the ti version.

i let it run for 20 minutes, max VRAM goes to 5.5 at 70%. Would you need other info? If yes HERE and HERE are some overlay videos you might have missed

Graphics is totally separate and unaffected. It doesn't support CPU or memory overclocking.

In reference to: would overclocking GPU cause stutters? I don't know.

i understand, if you want i made a summary post where i can maybe get confirmation but basically its based on your first suggestion after checking out the other possible causes. I just got to know my PSU u said it could be a cause, here is the LINK.
