As gord said, I'd rule out A and E based on the fact their simple geometric shape is on the bottom.
Also it appears that the simple geometric shapes on the top have an even number of sides and simple geometric chapes on the bottom have an odd number of sides.
Hence I'd choose B.
Can't seem to work out any pattern for the other shapes, but that could very well be because there isn't one.
Ok I'm just seeing random patterns now, but anyway. Here's my weak logic: There seems to be a pattern where we have some kind of unfilled polygon going up down up down from left to right. That rules out a or e. Also note that the difference (or addition) of the number of sides of each unfilled polygon and the number of shapes below or above is is always odd. This rules out c and d so only b is left.
Some interesting answers here, i personally chose B due to the 2n rule as mentioned earlier and the 16 spikes, 8 spikes then 4 for the bottom image. Its possible though that it may have just been a "trick" question designed to waste your time in the test. In case anyone was wonder it was part of an aptitude test my mate did for an Intel industrial placement.
With a picture like that, i dont think we can really draw any conclusions...I'd be interested to know what the answer is, if there is one, and their reasoning for it.
