It depends. If I have curry sauce from the chinease or chip shop it's all over. If I've got plain chippies it's salt (no vinegar, eww) and BBQ sauce for dipping
So, do you plaster your chips or use strategic placement of ketchup?
Tatare sauce is far superior.
The technique depends on if someone is going to try and steal a chip. Covering it with sauce the person doesn't like eliminates the chance of a chip thief.
