Lol out of frustration I ignored the atx power jumper and turned all of it on But only the pump Should be faulty.
Whats the setup with those GPU's? Looks like a parallel/series mashup...

They're running in a standard parallel configuration.
What CPU block are you using?
As others have said, you should have no power running to any of the PC components until the loop has been filled, bled & checked for leaks. You've obviously spent a lot of money on your components, it'd be a shame for them to be ruined by a water leak etc...

It's an EK supremacy and looking at the pic I think it's actually plumbed in backwards (won't cause a leak, just hurt flow a bit).
I take it you ran the parts aircooled first. Just to prove nothing was DOA?
Sounds right. The pump shouldn't have any trouble pumping the water around. Sounds strange.
Please, for the sake of your own wallet - until you've sorted out the water cooling properly - UNPLUG EVERYTHING ELSE.
This includes the motherboard, graphics cards, hard drives, CD drives.
The ONLY thing that should have a power connection at the moment is the pump.
By continuing to attempt to power up the computer with it in this state, you are risking destroying hundreds of pounds worth of equipment.
This is why many of us are asking you to tell us roughly where you are, and to accept help. Water cooling isn't necessarily complicated - but you have made a number of fundamental mistakes so far, and having someone there to guide you can make all the difference, and make you feel more confident.
If you're worried about people visiting you at home, then there's a lot of the basics that can be checked elsewhere, in a public place - even without electricity - such as in the back of a car in a car park!!
