More people often call it the Union Jack than call it the Union Flag, however technically incorrect they may be to do so, so actually the answer is correct for the question that was asked, you just seem to have assumed it was asking you something it wasn't.

The test is important for those who are already legally here who want to have a British passport. It isn't about more or less immigration. In addition, the language of the questions is partially designed to test the comprehension of the English language itself as well as knowing the answers.

However, I believe that such a test is only fair if the subjects covered reflect the knowledge of the average English person. Which this thread proves it clearly does not.
 
Some good questions, some pointless questions such as recalling random dates for past events, or knowing precisely how many millions of people in a particular demographic.
 
18, I got the divorce law and the hospital question wrong (didn't read the 'in an emergency' bit of it and so thought 'false, you can in an emergency'. Smart.).
