Where will you be wearing them mostly? Because if it is literally just for everyday stuff (i.e., not work), then no (in answer to your second question). If you wore them with a shirt and smart shoes (i.e., at work or for going out in the evening), then they're about right if you intention is to pull off the smart-casual look. I wouldn't say they look "too dressy", though, regardless of what you wore with them.
