I kinda agree with what hes saying, I still run 7 on my rig at home but 8 on my Pro.
Any machine we get here at work that comes with 8 on gets reinstalled, and I suggest anyone else do the same on any non-touch device.
Will 8.1 and the boot to desktop solve things, to an extent perhaps, as long as you can tell the OS to ignore Metro (yes i know its not called that anymore but still) and not launch any Metro apps unless specifically told to, when you boot in desktop mode there should be some sort of default override for apps, depending on where they were launched from...
Windows 8 load startup programs a hell of a lot slower than windows 7, so IMO windows 7 is faster on boot. Windows 8 loads up the start screen quick but only because it has not bothered to boot up the start programs with any speed.
I'm sitting there a good 20 seconds longer in windows 8 for avast and the Logitech gaming software to load as well as other programs.
I'm on an samsung 830 and yes W7 does load up the startup programs faster than W8. I just installed the 8.1 RTM and used the boot to desktop option and it's obviously slower than W7, most likely to the fact it has to load up the start screen and apps first.

With the default apps, can't you just uninstall the metro apps? Ie. Photos, Videos, Reader etc. Just a right click and uninstall on their tiles. Haven't had any problems my end after uninstalling the obvious.
i have fast boot disabled and tbh win8 still boots slightly faster than win7, once win8 is at the start screen and i click desktop all the programmes are loaded within a few seconds.My desktop is usable after boot, it's the programmes that take longer to load in W8, and my system runs perfectly.
A fresh install with no apps installed, yes it can fly to desktop but you're left waiting for programmes to load in to memory, that's if you have any programmes load on startup.
