I'm likely to get the new Xbox over the PS4, not because of some kind of blind fanboy loyalty, but more just because the way things have turned out.
I prefer the Xbox 360 mainly for two reasons, the controller and Xbox Live. All my friends are on Xbox, where as on my PS3 I haven't really got any. The next generation will likely see a continuation of what exists now, so for me, remaining with Microsoft seems the logical choice.
With my PS3, I only tend to use it as a Bluray player and for Playstation exclusives.
Even if the new Xbox doesn't come out this year, I don't think I'd necessarily rush to buy a new Playstation either. The transition to the new consoles will involve a lot of cross platform games across the new and existing consoles, so the difference to begin with won't be as huge as it will be further down the line when the games are being made entirely for them. I have every console from the current generation and its really only the Xbox I play, ideally I'd prefer to just have the one.
