Yes my mate said it and yes he is an examiner. Maybe quota was the wrong word, however.

They do exist and some driving test centers.

I don't agree that there is a quota in place, but I can see where the idea comes from. I taught a friend of mine to drive, not that I am the worlds best driver, but I think I am pretty good.

Anyway, she went in for her test, having done everything perfectly the night before and because I was working I didn't get to sit in on the test with her. When she failled I was really puzzled and put it down to nerves. I went out again for the next couple of weeks every night and we went through the test route that she was taken on and I really could not see what it was she got failled on.

Anyway, long story short, she ends up with the same examiner, so this time I sat in the back for moral support while she did her test. The examiner was about as confusing as you can get with her inability to distinguish left from right. "I said take the next right!" umm she did?

Anyway, she failled and I asked why. Apparently it was because when going up a narrow street, she caused a bus to have to wait while she continued down it. I asked the examiner where she could have pulled in to let the bus past seeing as the road was lined with cars. Her response was "Im not going to discuss it with you" and was very rude. I so nearly blew my top and demanded to speak to someone in charge. I explained to him what the issue was and he was about as useful as a wet blanket.

Anyway, she got retested in Newport and passed with no minors, so I can see where people would think its a money making scam or they have a quota system as there really isn't any way to explain the decisions.

She is one of the few women who I will let drive my car btw, unlike another friend who makes Maureen from driving school look talented and took 27 attempts to pass her test. I think they either took pity on her in the end or she saved up cornflake tokens to get hers.

most decent instructors will know the average pass rates of a given test centre

it is most definately the case that some test centres have complete tools working as driving examiners and failing people unfairly

thats not due to any quota system, because for the test centres staffed by unfair people, there are plenty with instructors letting far too many people pass and whose standards arent high enough probably.. swings and roundabouts

interesting enough, wakefield is apparently the 2nd hardest test cente in the country apparently.
 
Quotas......nah,don't think so. I'm sure your examiner would compain if they thought you were ready for your test.

My examiner came across as a **** but i got 3 minors(2 for an observation of park and turn in the road and 1 for missing a mirror or something). I brought my speed down VERY late(it was a new limit and i just spotted the sign a bit late) and was a second or two later on pulling away from a green light.

Sounds like it could be the case really, the other week a friend of mine was on her test, and everything was going well, then the examiner made her do the reverse park, no problem, but on a steep as hell hill, which, yes, you'll encounter doing in "real life" but it seems sometimes they're told to go out and "make this one fail"
 
Some examiners really are just complete tools. I got the same guy for my first 2 tests. I failed the first one because a cyclist coming the other way decided to ignore the cycle path on the pavement and come around a parked car onto my side of the road so I got "too close" and the second time for "lack of observation when reversing" which is complete and utter poo. Went to a different center for the third test and passed with flying colours.

Quota - No.
Examiners who are too strict/complete tools - yes

Good point but you should know how to do it anyway. A few days before my test and the day before as it happened i was out doing every manouvre over and over to get it perfect. I did a sweeping left reverse on quite a steep hill. It gives you a chance to show the examiner how good your clutch control is.
 
commenting on the quota's thing, it's not an official things but they're some a******s of examiners that have their own PERSONAL quota's, however like i said this is not an official thing and is simply because they are ****'s

no what your experiencing is just an ass who likes to be harsh

theres no personal quota or anything. He's the type of examiner who just likes being picky.
