Core2 E6600 max voltage?

I prefer near silent running but cant do water yet, so this is good for me, nothing slows down no game no program so why go any faster?
 
How could it be 1.4V if I have Vcore set to 1.225 in the Bios? (Vdroop brings it under the 1.2 mark) Remember that's it running 100% on both cores in a fairly warm room with the Zalman cooler set to the lowest speed.
