So what should we buyers do to protect ourselves? Film evidence is no good. Photos are no good. Our word is no good. What is left? Is there some sort of extra insurance we can purchase? What if we get it delivered to a trusted third party maybe (a solicitor?) who would witness it being opened?

How about if we filmed ourselves taking it directly from the DPD guy and opening it front of them and having them on film agreeing the package is empty. Would that do it?
Probably! But good luck getting a delivery driver to stick around long enough. :p

You can ask them to wait a moment while you give the box an external inspection so that if there are signs of tampering you can reject the delivery.

I can't remember on the boxes - is there a security seal?

@Hyburnate there is no security seal.

Bit late to this but my 5800X had a security seal.

At least OCUK put it in a outer box (i know it didn't help though).

The place i got mine from just wrapped it in a thin plastic bag. Luckily there was minimal damage to the box and the CPU was inside.

Have you got this sorted yet?
