Everyone knows the real reason - its the incorporation and optimisation of RTX features in the game especially for Ampere GPUs.
With the Witcher 3,remember it was delayed for "further optimisations" and everyone on forums said it was those blooming consoles. Yet in those few months you saw a whole lot of Gameworks features added for Maxwell GPUs as Nvidia sponsored it.
Nvidia is sponsoring this game too,and it seems all these delays conveniently allow for the whole Ampere stack from the RTX3090 to the RTX3060 to be released(the RTX3060 is late next month).
It could be the consoles,but CDPR is on record saying the current version for consoles is for the previous generation,and it will be an enhanced version of that for the new consoles. The "next generation" version,which I assume means the version with RT will be out next year,and apparently RDNA2 RT support won't be there at launch too.

No the RT version on PC is from day 1, that's the whole point of the generational challenges they now face. The PC version is the out of the box superior version with next gen features, the console version will later be released as a free enhanced version like they have said. RDNA2 will be added at a later date because there is no AMD hardware currently to develop for and won't be for a while yet. The inclusion of RTX out the box isn't new, RTX has been around a couple of years already and the architecture isn't different between RTX 20 and 30 series cards in how they do RT either. The game also uses DLSS2.0 which is fully supported on both gens of nVidia cards. The 30 series just has more power and speed naturally.
The real cause of this delay is almost certainly console certification whether Microsoft end or Sony is unknown but everything does seem to point that direction.
Ray tracing will only be available on PCs with GeForce graphics cards or via GeForce NOW at launch, though we expect that it'll be eventually compatible with AMD's new Navi graphics cards as well as being featured on PlayStation 5 and Xbox Series X once the proper enhancement updates drop for the next-gen consoles in 2021.
“The next-gen version is planned for the next year and the plans are still in place – we’ve never revealed specific dates, but it’s planned for the next year, so the delay doesn’t change much in this regard,” CD Projekt president Adam Kiciński told investors on Thursday.
