No, heroes was cancelled. That's different. If Valve came out and said "We don't want to make any more Half Life" then people would be angry but they'd get over it, what we have right now is just 6 odd years of nobody knowing what the **** is happening.
 
You'd be daft to think they're not going to finish\continue on the story on the game that made the company, it'll come sooner or later. If they're in the process of making a new engine as speculated it would be pointless to release the game on the current engine as it would be horribly dated looking.

Yeah, I think they're waiting for some sort of technical advancement for HL3 to showcase.

The first game showcased scripted events (as opposed to the cut-scenes popular at the time), great AI, and great jumping puzzles.

The second game showcased physics and HDR.

The third game needs to do something new like the first 2 did.
