I would think you need to drill a suitable hole in the case and connect the wires that would normally be attached to the case power button, if you were to use them for a power switch.
You could use them for other things like lighting etc.

They're just switches used for turning things on and off, that look nice.
The anti-vandal bit is due to the fact you would need internal access to be able to remove them.
