display driver stopped responding but has now recovered

It's most likely not enough voltage, happens on most factory-oc-ed cards.
Try to lower core & memory frequencies (~200 MHz) and see if it helps.

I doubt it's a voltage issue.
I had the same intermittent problem on an older set of drivers when just browsing the net with standard 2d clocks (300/150).
Still on beta 7 fwiw and no probs.

is there any game in particular which is causing the driver to crash, or does it just happen randomly no mater what you are doing..?

does not happen during game it happens while im on the desktop just browsing or installing basically anything except games

it happens like once or times when i boot and load into windows and after that not at all

cpu v is too low?

classic symptoms on ivybridge, dunno about haswell, esp at startup, ccc will fail to load also or it will say it has encountered a problem and needs to shutdown

Won't be cpu voltage, low cpu voltage the system would just bsod.

His issue is gpu voltage, I have had it when overclocking it's a number one sign of GPU voltage not enough.

He might be running a stock card, but the card could also be a pre-overclock version.

if it helps i restarted my computer and it crashed then when i went into a game of league of legends i got less than 60fps on lowest setting whereas before i restarted i was getting 180 ish (which also is not right because my laptop can run it just less than that on lowest settings and it is a bad gpu)

You would get ccc crashing display driver needs to shut if CPU v was too low on ivybridge but not with CPU v just below 1.4v

The only card I had that did the same as the ops was a 5770 and it would also crash with random coloured screens,I rma'd it for another and second card was fine

You shouldn't have to mess with gpu voltages at all tbh, only adjust the power control slider if needed
