Did you try alternate monitors while using your setup at your house? And the results were the same?
If this only happens with your setup at your house, it could be some kind of power draw problem from the sockets your're plugged into? The weird thing was when I had this feint line problem with my card, was that the previous 2 graphics cards I had been using worked perfect on my VGA monitor (8800GT and 8800GTS), soon as I bought a more powerful ATI card it gave me problems on my VGA monitor. I have no idea why, but all I know was swapping to a proper DVI cable and proper DVI monitor fixed the annoying issue.
This could even be some weird card specific output problem that only happens in a few scenrios with certain cards/motherboards/monitor outputs who knows.
Do you have an LCD TV with VGA connection in your house you could maybe try, that isn't located in the same place where you normally plug everything in? Otherwise if you really have tried all avenues, I would just swap the GTX 460 for something else of similar power Eg 5850 or similar and try again.
