PCI 3 is not really important for single monitor single GPU setups.
PCI 3 is incredibly important for multi monitor multi GPU setups. I have a U2711 and I'm planning on expanding, when I do, I will need to go from a single 680 to 680 SLI. When this happens, PCI 2 would be a huge bottleneck.
A huge bottleneck? Find me a GPU that gets "hugely bottlenecked" by an 8x PCIe 2.0 slot?

That is stupid. Why is cpu limiting gpu bandwitch? k2500i can handle pcie 3 speeds. Why this limit?
I am worried my amd 7850 2gb will be limited to pcie 2 speeds on my Gigabyte Z77X-UD3H board. Is that right? Until i put in IB cpu in things will stay at pcie 2 speeds?
I think the issue was more to do with the term 'huge' bottleneck. Which you clearly won't have with x8 PCIe 2.0.

That is far less than what Vega i running, and in the second graph I wouldn't say the difference is huge.I was talking about a bottleneck in a setup including 2 high end GPUs like the 680 with multiple monitors, for example 3 1080p screens.
