maybe the daleks built that skin on top of it so they could power it up - so it's a shell on top of the time lord ship to allow it to be charged - a giant converter if you will.

Speculation has it that the time war was responsible for the Eighth Doctor's regeneration into the Ninth. The Doctor also referred to this conflict as "the last great Time War," implying that there had been others.

So the doctor must have what 2 regnerations left? or has that now been resinded? (going my memory (Time Lords could only regenerate 12 times, a rule i seem to remmber imposed, but is technically able to regenerate an unlimited amount of time).
 
The doctor has two regenerations left officially, though it is possible with Gallifreyan technology to reset the counter so to speak.. the master did it at least once..

Whether the doctor can or not.. is down to the scriptwriters of the future..

I doubt it.
The outside skin needed a humanoid hand on it to open it up so it must have been made like that by the Timelords.
Also Dr Who hadn't got a clue what it was because he didn't know everything his own people had made.

That, I'd guess, would be a feature built into the actual vessel - and thus the shell is just carrying that through to the vessel - i.e. a lock that the dalek's couldn't bypass.

I think it was more form following function.

It was made to hold Daleks, presumably originally it would have been placed somewhere very secure and it's easier to secure/hide something small.
Because of that it was made big enough to allow the Daleks to enter, and to hold the necessary machinery to keep it working and presumably defend it from forced access, there was no need to make it bigger or a different shape.

As for the 'skin' idea. That makes a lot of sense to me. The devices on the outside reacted to the Dalek's plunger thingies, and then Micky touched it, it reacted much like the first season Dalek. In fact, they said in the show that the Daleks had built that technology for use as a power source.
 
When the Doctor opened the void the black dalek announced the void opening and called other daleks to deal with the Doctor.
Shortly after that it "said" something like "Emergency translocation" and vanished into thin air.
I get the impression that it escaped the void and is still somewhere in this plane of existence. Did anyone else notice that?
