Does something need to be done about dogs?

It's also understanding that animals (not just dogs, by the way) won't always understand what this small, screaming, flailing creature is, and that its behaviour isn't a threat, especially dogs with a high prey drive like Jack Russells.
Or do you somehow expect animals to have the same level of comprehension as you?
I'd expect an animal that can kill to be banned like every other animal is that has that ability.
I wouldn't be surprised if you did start throwing your kid around just for crying, although you'd not be the first to do that...

Heck, many humans aren't rational thinkers as, with ^this knowledge, why would any parent leave their kid and their dog together unattended...?
Beats me, probably because they believe their little bundle of fur is fully trained and little Fido certainly wouldn't do that, he's such a gentle caring creature around little Timmy.
Furthermore, in light of this stupidity, many studies have asserted that the majority of dog attacks and kills were both predictable and preventable. So again, we're back to humans being primarily at fault.
Let's have some big cats unbanned, after all it's just the humans that own them and train them there are responsible for them tearing someone's face off.

Certainly. No problem.
But just as with dogs, it will still be the human owner responsible for ensuring, in all reasonable circumstances, that the animal does not harm anyone.

You need a license for a snake, and I believe any old tom,dick or harry cannot just own horse/cows or pigs either
Anyone can own a horse. Licences are for commercial use only.
Anyone can own livestock, they just have to register on the Mark database.
Anyone can own most things, and it's usually only wild or venomous creatures that need any special licencing.

As already explained, things like cows and pigs serve a purpose (nom nom nom). Although i'm not averse to serving up a bit of Honey the Pomeranian or Dexter the Collie...
 
Wrong - Only certain snakes need a license and you can certainly buy ones that can kill without needing a license.
Yes, sorry I should have added the disclaimer of venomous, but I believe certain constrictors also require permits.
Yeah, I wonder how long Fred in his flat would be able to keep a pet cow for :p Point being you'll require land to keep any of those 3 as pets, unless you fancy a visit from the RSPCA and end up being done for animal cruelty

Seriously, there was only an average of 9,000 annual hospital visits for dog bites, including adults. This 13,400 horse injury count is just kids alone!!

Pigs and cows only have a few kills each, excluding adult farm workers who make up the vast majority of the death stats... But those of us anywhere near a rural setting regularly see (and have to stop the car for) people out walking their livestock. And you know what? NONE of them have their livestock on a lead... Seriously, not a single one.
Forget people walking dogs, these lunatics are walking several dozen of these beasts, each weighing several times that of an XL Bully, and not a single one is on a lead!!
The only forms of control they have over these hulking monsters is a big stick, and a single Border Collie that flits and twitches around behind the animals... and do any of them pick up their animals' poo? Of course not!!

It just cowers and tries to run away, while screaming in pain.

It's not that hard to understand, all animals have tolerance levels (including humans) and these vary (swing wildly would be more appropriate, based on my wifes' mood from day to day :D )
