Dogs aren't needed. Teenagers, unfortunately, are.

Needed for what, exactly?

Will a teenager jump in to save a Police officer's life?
Will a teenager get up off their arse and go out in the freezing cold to go find lost hikers?
Will a teenager find drugs being smuggled in cargo, and will they honestly report any discoveries to their handler?
Will a teenager eat whatever you give them, and actually be grateful?
Will a tenager come when called, and without huffing at every step?
Can a teenager be trained to pick up its stuff and put it away?
Is anyone ever happy to see a teenager, and are they ever happy to see you?

Those dogs are not 'normal' pets. They are fighting dogs. Bred originally to be aggressive. They are extremely powerful too.

Last victim, a 10 year old girl who by all accounts was very close to the dog. But, it turned on her!!!

Anyone who defends owning these dogs should be locked up in a room with several of them....see how they think about them then!

However, it's more simply implemented and more easily enforcable than most of the other suggestions, including a ban.
