I disagree. Based on the evidence presented the OP was in control of their dog and the other owner was not therefore it would be reasoned that the other dog was the aggressor and Kenji was merely defending against a threat. I'd tell the woman to report it to the police if she wants to make something of it.
 
Her dog wasn't on the lead, yours was.

The woman knows she is at fault and is trying to palm the fees off on you. She should take responsibility and pay up.

If she knew she was at fault I don't think she would try and palm fees off. She sees it as their dog attacked our dog therefore they are liable to fix our dog.
 
Very odd to let your dog off and let it bother unknown dogs (who are on a leash) then say the dog on a leash was at fault if there's a scrap.

Just to clarify, I wouldn't say the other dog was ever aggressive. It just wanted to steal our ball.

The other dog had little to no training, if it went for a ball that was not 'his'. It should have been on a lead. It's pretty natural for a dog to chase a ball, or a squirrel or any fast moving object, unless it's well trained and socialised. The other dog was in all reality just playing/wanted to play but had no concept of whats acceptable, and wasn't on a lead. Simple as that.

Your dog gave 2 warnings before giving a more severe 'leave my family/ball alone' gentle nip. Dogs are protective especialy with thier family and 'thier' toys. Your dog did absolutley nothing wrong, and was already on a lead, presumably to avoid situstions like this.
 
Her dog ruined your kids game never mind it getting snapped at. Ignore her.

These types really annoy me they take no responsibility for anything their dog does and its "just a bit of fun" until something bad happens then its all your fault. Well no, it isn't, its yours.

So she lets her dog run around and get into the odd scuffle, which some naturally do from time to time, even though she possibly doesn't have pet insurance, due to her wanting you to pay the vet's bill? Equally she might have pet insurance and is trying to fleece you. Regardless, it's a "do one" and a dog poo through the letterbox scenario.

I think I'd just laugh in her face and tell her to take a hike.
 
She's trying it on, tell her to do one. If she goes to the police then simply tell them that her dog was off the lead, yours was on the lead and that her dog ran over to attack yours.
 
The other dog was running around free and clearly not under control. You couldn't stop it approaching you.

Let her carry on, it will backfire if she goes down the legal route. Just stop communication with her.

The owner is always liable if you let it off the lead. If it runs in to the road and gets run over, the owner has commited an offence and will get the bill for any damage.
