This really comes down to what the OP bought from the developer, its not uncommon for them to leave the plastic collars loose if the purchaser is dealing with the landscaping. In the OP's photos it very much looks like the surround is road stone and its left like this so that purchasers can change the level of their covers when creating level threshold patios for example. You would need to install extension collars to the chamber to raise it up to GL before surrounding them with concrete.

The other point to consider is that they dont even need a concrete surround when located in areas that are inaccessible to vehicles, if its in his "grassed" area then the plastic is sufficient. Although its common to concrete them in if its a known finished area.

In no way though has the OP conveyed clearly that this is what is bothering him, his issues seem to vary from actually having drains and doesn't want them to people being able to steal his man hole covers (you only really use airtight lockable covers when they are inside and even then you dont often spec lockable ones.

No one is going to come in and steal the covers, if they where installed on a flagged patio area they would have been cemented in when the flags where laid. Because these are where your grass is going to be they have just been pushed in, when you either seed or turf your garden then over time they will become harder to lift off. If they cemented them in now you would have an area around the cover where the grass would struggle to grow.

So in summary OP

1) Your developers told you that you wouldn't have any drains (?!) but you do have drains. Until someone invents wireless sewers or some kind of transporter system for effluence, houses will have drains. I've never had a house without some form of drain or inspection cover. My mate has a septic tank at his farmhouse but even then he still has an inspection cover for general drainage and grey water.
2) If the lid is not "fixed" then stop losing sleep, it's supposed to be like that. You couldn't open it if it was fixed down
3) If the collar/frame is also not fixed (to the drain/chamber itself) then still stop losing sleep - it's like that because the land surrounding it is unfinished/not been landscaped. You can't really fix them in place and set the height etc when you don't know how high the surrounding land will end up being. Even when it is landscaped, they still don't really need to be fixed in place (it's common to fix them in place if they are on a paved or concreted area, but in soil they often just sit on the surface)
4) You are awful at conveying information.

Look at post #43, this is what OP is talking about. He hasnt got a brick or concrete manhole chamber.
Whole thing is daft, the developer must have just nodded his head when OP said he didnt want drains running on his property, more likely thought he was joking.

He says he hasn't got any drains in the first post, how aren't you getting it?
 
There's a portal behind the trap in each one of my toilets, and it transports everything into whichever car Piers Morgan happens to be in at the time
 
I can only assume OP is really wishing he hadn't bothered because he's realised buying a house is reserved for people with at least a modicum of intellect......

Why would you buy a property with no drains?
Or is this what he is complaining about - he bought the house then told there are no drains?
Surely the Solicitor would have seen this!
 
Part of property searches by the conveyancers (can we stop using the term solicitor please), is serviced utilities and whose drains crosses property and boundarys. If these aren't clear, a conveyancer would never suggest a mortgage lender proceeds (or the buyer for that matter).

So from that we can either assume the developer hasn't built to plan or the OP is looking at his own drains.
