Having a provisional at 16 and a bit is just having a provisional bike license as far as I know. The car part of the license is activated on your 17th birthday.

yes i know, thats why i asked if they was changing the laws, because my license wont be use able when am 17?

Yep, 18 from next year, and they're also stopping you from carrying passengers between 8pm and 2am as well until you're 21 because of the accidents it causes.

You will be able to learn, just no unaccompanied driving until you:

a) are 18 and
b) have passed your test.
