No, thats only for people who already own a vehicle which won't be allowed under the new legislation, as it was deemed unacceptable to force people to sell cars.

Anyone who isn't 18 or over and hasn't gained a full license by the 1st January won't be able to drive without L plates (ie 17 years olds can only drive accompianed).

I'll be interested to see how this works out in the long run. I'm actually not too bothered about it - the best thing is the 1.2 rule, though in fairness a 500cc car can kill just as easily - I'd be more interested in seeing higher standards of teaching/driving education rather than penalising younger drivers.
