My connection appears stable once again and its at 1.5mbit and has been for several days now.

Using my old Speedtouch. My noise margin is still 15db though - is this normal?

Yes that is normal, its not your noise that is the problem, its the degrading quality of your line. Hence the high Attenuation. Anywhere near 64 and you are on the limit really. It appears to be a really bad line however BT wont help as its within limits sadly.

It'll take several days of stability before the DLM even thinks about lowering your SNR.

Indeed, just be patient with it, ideally plusnet need to reset it though as it will take an age to come down on its own to your previous level
