Around my area they normally put a sticker - like a parking ticket - on cars that are believed to be abandoned. Not sure if it's the police or the council who do it.

Residential parking area... normally these are permitted. If your council hasn't screwed you over in that way, then Im afraid anyone can park there.

Have a google, contact your local authority and try and email your local PCSO, depending on the location, they mostly have the authority to seize vehicles, so if they do believe it's abandoned they can threaten the owner with it

We had a old scimitar parked at the end of our road fir a year and it had loads of parts in it. I wanted that car so bad as i was only like 13 or something and it had grafitti and stuff on it.
Clearly poo on it, deface it and ring the police saying you saw some yooths do it all but they ran off when you confronted them. Give vague descriptions as it was dark (and so where they? clothing wise at least...), police now ring up owner and owner has to tend to said car....
Problem solved.
