Situations like Vettel there make the current rules suck, it shouldn't just be those "blockers" getting a penalty, Vettel should be allowed another quali lap.

It really doesn’t work when the car you punish is already last. Mazapin can start in the pit and it would make no difference to his race. If a 5-10 place drop is given to Vettel/Verstappen/Ferraris it has a real impact. Unfortunately, the majority of these blocks and poor driving does seem to come from the slowest teams who are punished the least by grid drops.
