On another note, from what I understand Lewis stopped his car as 'unusual oil activity was detected.

I'm not sure, I think Vettels car actually stopped with a MGU-K issue, judging from the lack of any led on the top of the chassis and the manner in which the car needed to be recovered. Might have been the coolant for the batteries leaving a trail in his case.

Aren't drivers/teams still quite tightly "bubbled"?

Doesn't look that way. Looks how close the Marshalls got to Vettel. Probably why Lewis was told to keep his helmet and glove on when he was picked up by the medical car. Often the drivers are walking around without masks and getting close to people. Then you have the likes of Marko who doesn't seem to understand that his mask doesn't work if it's not covering his nose.
