I'd say that's about right! My old 2160 would do 3.6ghz which is quite high (and rare) but most successfully clock to 3.2ghz without much trouble.
Is it to replace the 6320 in your sig or is it for another PC?

The E2160 has a 9x multiplier so you won't need FSB's over 400 usually, unless you have a golden chip which can do 3.6ghz+. Of course you can still go with 1066mhz memory, but if it was my choice I'd save the cash and get an E2180/E2200 instead.Perhaps it has something to do with Memory and Motherboard?

Higher multi. So it may be "easier" to clock than e2160.
Which ever you go for should do 3ghz+ unless you get unlucky.

Completely agree! My e2160 @ 3.6ghz easily matched any of the 3x e6600's i've had. Wonderful chips that can take a real beating too!!!I'm running my E2180 at 3.4 with 1.35 volts prime stable. Very impressed with the E2XXX considering the price.
I would have gone for an e2xxx chip had I found one at a decent price. However, I thought the e4500 was worth the £5 premium, as at the same clock speed it should give higher minimum frame rates in games.
