I normally hate on EA just as much as anyone but I don't see an issue here, by this business model, the original Mirror's Edge for example; would have been released because of the challenges and leaderboards. Even Skyrim would have made it through their net had they published that, as it has continual DLC.
They are basically saying they don't want to create any games that are a dead release, i.e get released and maybe patched and that's it. EA might be turning themselves around slowly.
it does not say they wont make single player games it just means they want every game to have a half arse multiplayer sticky taped on so that they can get more money with dlc in the future

I have not green lit one game to be developed as a singleplayer experience. Today, all of our games include online applications and digital services that make them live 24/7/365.
