I'd expect the buyer to leave feedback first. That said, I wouldn't expect anyone to leave feedback until both parties are satisfied that anything that could have been done, has been done (in the event of something going wrong)
For example, I bought a license for some software on e-bay. Saved about 50% in the process and it was all official. However, the software makers took about a week longer than expected (took two weeks from when I paid to me getting the info) due to whatever reason. I paid instantly but I didn't get any feedback until I'd left some.
I wouldn't expect to have got any either.
