If it's had multiple owners you still have to prove who did it.

The police rely on automation for catching speeders now. As long as you can avoid cameras it's extremely unlikely you'll get caught.

Digital certificate of the owner, updated in real-time, minimal paper trail.

Gotta think like it’s 2040 m8. Another criminal offence for not having up to date certificate for both previous and current owner.
 
And by 2040 hacking techniques will be even more sophisticated. The more things we have networked together the more vulnerable it will get.

And the more sophisticated the systems become... the effort will increase and by then, fundamentally quantum key distribution with sufficient allowance will be available to manufacturers.

It’s down entirely to the competence of Whitehall, and our illustrious government.

But we'll have quantum computers to hack it as well. Whatever they do there are always way around it, because they can't secure a car which someone owns and has sitting on their driveway.
 
Seems entirely sensible to me. It won't really adversely impact the majority of drivers.

I don't think it is supposed to make all our lives better. It is supposed to reduce the risk of the lives of a few thousand in the UK ending every year or turning to ****.
