I think against weaker sides they could play Xavi alongside Fabregas but against other teams its better to have a player like Senna in there.

I don't see it. Each to there own, but for me, Iniesta isn't in Fabregas' class. Iniesta undoubtedly good, but I've seen him make a lot of mistakes and unlike Fabregas (who doesn't make many at all) I don't see him play every week.
