Watching Clegg's farewell speech. Clearly means a very great deal to him and he's using the opportunity to call for unity and doing better.

I don't think there's any LibDem who deserves to lose less than Clegg.
 
What's the deal with calling a new election, who decides etc, the incumbent party or how does it work?

Assuming the Fixed Term Parliament act is not repealed; parliament has a vote and a supermajority is required (I can't remember whether it is 55% or 60%). If the act is repealed, as per the Tory manifesto, then the PM calls an election and one happens.
