He stopped because he got a call, he's still distracting / deceiving the goalkeeper.

Right, referee's are never wrong, and the ridiculously obvious handball they missed? Ramsey was interfering with play, incredibly obviously, he didn't take one step them stop, he almost got in Sanchez's way because he was going for it till the last second when Sanchez called him to leave it.
