Anyone know the answer to this? Do you think can play on UK locale from 23rd?

If you're on Xbox, the release time of a digital purchase is linked to the locale you bought the game. So if you bought it on the UK store, you can't unlock it early by changing locale to US, and vice versa. If you bought on the US store, then you'll be able to play on the 23rd.

Yes (you may need to briefly switch back to US on the 23rd to unlock, but you shouldn't have to) and yes
