Never had any downtime in 3 months, not had to deal with CS, but they had us connected up in less than a week. We have 2mb, but speed is good, can always max it out, bit-torrent whatever you like. A rough estimate on our usage would be about 100GB/month. They do not complain unless you download upwards of 200MB or so during 6-11pm, which is plenty for browsing, keep the torrents for off peak no problemo.

I can do more than 200meg 6-11 just playing EVE or browsing. tbh
its not good enough.
also you seem to be the ONLY person here who's EVER seen or heard a good thing about tiscali.
you wanna tell us how much they are paying you?

cut down then, 4 of us share the tiscali line in our student house and we dont have a problem.

I know that If I had to cut down to less than 200mb between 6-11 there wouldn't be any point in having the internet.
