Yeah, city must be confident and convinced him they won't face any meaningful punishment in that time.
In my mind this also say Pep's thinking they're not going to make the title this season and wary of this being the best moment to solidify his ability against the big managers of now with Slot, Arteta, Amorin amongst all the others in the league. It's a very strong crop of managers right now.
One more title and he'll be out I reckon, wouldn't be surprised if there's a clause for a win this season. He's earnt his terms.
