There is no risk according to the respective doctors, not just club doctors but FIFA ones too who have no other interest in the player barring his health and as far as I know it's just rumoured that his health was the reason Liverpool chose not to go through with the signing.
It's also rumoured that they chose not to for financial reasons, neither of which will ever be confirmed of course.

Obvious conjecture, but they may have used the health condition as a reasonable excuse to bail out of the deal because they'd been made aware of Balotelli's availability.

Quite possibly, but I don't think anyone from Liverpool has actually published a reason.
It's just the usual media assumptions that ill informed choose to believe as fact, without any.
'Arry didn't believe it was down to a medical either and you have to trust him.

Edit: It was originally picked up when joining Marseilles and further tests confirmed it has no bearing on his ability to play football.

If this discussion was had at the pub, my comment would just be 'fair enough', but I'd still raise the point that good European clubs have turned down moving for him.

This is nothing to do with how I rate him as a player, or how good I think he will or will not do at Chelsea by the way.

I, however, remain unconvinced that Liverpool were at that point aware of Balotelli being available.

Good European clubs may have turned down moving for him (as with other players) but there's been no evidence that he's failed any medicals since the first one at Marseille and he didn't fail that either, just further tests were required. It's used as a simple excuse by the media now and Liverpool never said he failed a medical as far as I know, see the simple excuse above.

I, however, remain unconvinced that Liverpool were at that point aware of Balotelli being available.

The club were well aware of Balotelli's availability when they pulled out of the Remy deal but the 2 aren't linked. At the time Milan were reportedly asking for big money for Balotelli and Rodgers actually dismissed the possibility of us signing him. We only went back in for Balotelli when other targets were not available and Milan reduced their asking price.

The club never gave any official reason for pulling out of the Remy deal however they briefed the press that it was down to his medical. Journos who were on our tour of the US, where Remy had his medical, are adamant that this was the case, reporting that the delay in tieing up the deal was because the club were seeking a 2nd opinion on his medical results. It wouldn't be the first time we've pulled out of a deal to sign a player after a medical that other clubs have gone on to sign nor would it be the first player Chelsea have signed that has failed medicals elsewhere too.

There's various other rumours on twitter suggesting it was drugs related but I suspect that's bs, as were the stories that the deal broke down because we couldn't sell Borini.
 
It's not really an opinion, it's a guess. I've seen people suggesting it was his heart that was the issue but there was also talk that it's his knee was what concerned Liverpool. Nobody knows.

It could well have been his heart, but different clubs have deemed the heart problem to have varying degree's of negative effect :confused: and thus signed him since they deem the condition to not be serious enough. Different clubs, different standards and different medical staff.

You don't know it was not his heart. I don't know it was his heart. However; his heart was mentioned by the press as being one of the reasons he failed his medical at Liverpool.

No surprises here, it appeared some time ago that the deal would not be completed. Took an age to get round to announcing the deal was finally dead.

Clipped his ankle when both players went for the ball, nothing bad like what's being reported. Any other player and it wouldn't be reported
Balotelli incident wasn't even that bad. Both players went for the ball then he got subbed, media make a big deal out of everything
