Well ive had stutter issues on my 4770k and 4790k. Thought it was hardware related. Thing is.. it wasn't. It was windows all along(and worse with each creator update). Im not saying that a 2700x wont give an overall better experience but after fixing my windows situation everything is running sublime again on my 4790k/1080ti combo. What i find extremely stupid is the amount of hours i had to spend inorder for me to figure out the issue, that i have to use a stripped version of windows 10 LTSB build 1607. But atleast its working. I would say that me betting on the i7 haswell instead of the i5 back in the day was a good choice.
I mean i am matching the 8700k@stock in cinebench singlethread performance(going by
guru3d's numbers) with an oc of 4,7ghz and tight timings on the ram. Not to bad for a 4 year old processor. Sure i know the second you OC the 8700k or run into a 8+ thread optimized workload it will leave my 4790k in the dust and so will the 2700x most likely but games such as BF1 are a joy to play now on 64 player servers staying above 120fps at 1440p at all time. All it took was a proper version of windows..
